Whether “Great Men” or historical trends drive change is a common coffee/beer debate topic. I’m generally on the side of former (strongly influenced by the Mule character from Asimov’s Foundation trilogy when I was a kid). Either way, it is very clear that management matters A LOT in running a company or a country. The French stolen passports and the Chinese SARS outbreaks are examples of governmental incompetence.
